Envoy Sent To Abolish The UN Asks If He Can Keep His Parking Spot

Donald Trump declared the United Nations a useless institution last year and responded to this assessment by appointing a full-time, taxpayer-funded envoy to live inside it. The envoy, Ambassador Mike Waltz, has now completed one year on the job and emerged with a nuanced conclusion: the UN is, in several documented ways, not completely useless. He has chosen to share this finding with everyone except the president.
Waltz has spent the past twelve months attending sessions, building coalitions, filing reports, and doing the kind of patient multilateral diplomacy that the administration has publicly described as weakness and, on at least one occasion, as a globalist racket. He has sat through committees. He has issued joint statements. He has, according to people familiar with his schedule, eaten the lunch.
In a series of remarks this week, Waltz indicated that the United Nations may in fact be a useful mechanism for projecting American interests, advancing security objectives, and engaging adversaries in a forum where walking out is more complicated than it looks on television. He did not phrase it exactly that way. He phrased it in the careful, door-left-open language of a man who has noticed something true and is not yet sure how loudly he is allowed to say it.
"There are tools available here that, when used correctly, serve the American people," Waltz told reporters at the UN headquarters in New York, a building his boss has described as a waste of real estate in an otherwise functional neighborhood. "I've been clear-eyed from day one about the institution's flaws. I've also been doing my job."
The two sentences were not followed by a third.
Trump, for his part, has not updated his position. He has referred to the UN as a "talking shop for people who hate us" and suggested the building could be converted into condominiums, a proposal he mentioned twice and which the General Assembly did not formally respond to, presumably because they were busy doing the thing he said they never do.
Sources close to the White House said the administration is aware of the tonal gap between the president's public statements and his envoy's operational conclusions, and has described this gap as "strategic ambiguity." Sources close to strategic ambiguity described it as two people who work for the same employer and have stopped comparing calendars.
This is not the first time an administration has sent someone to dismantle an institution and watched that person slowly become the institution's most informed defender. There is a well-documented phenomenon, observed across government agencies, regulatory bodies, and one notable case involving a man hired to close a Cheesecake Factory who is now their regional VP of operations, wherein proximity to a thing produces a grudging respect for how many things the thing is quietly holding together.
Waltz appears to be living inside that phenomenon in real time, in a glass building on the East Side of Manhattan, surrounded by colleagues from 192 countries who are all very interested in the fact that his boss keeps calling their office worthless.
Representatives from several allied nations, speaking on background, said they found the situation "clarifying."
"We know who to call," one European diplomat said. "We also know who not to call on a Tuesday when there's been a press conference."
The White House did not respond to questions about whether the president had read Waltz's most recent assessment of the UN's utility, or whether anyone had described its contents to him in terms he would find familiar. A spokesperson confirmed that the president's position on the United Nations remains unchanged.
The United Nations, asked for comment, thanked the United States for its continued engagement.
