Trump Promises Americans $5,000 With Asterisk Roughly The Size Of The Promise

President Trump announced this week that Americans will soon receive one of three government payments: $90, a middle figure that depends on circumstances the administration has not specified, and $5,000, which the White House described as possible.
The announcement came with less than a month until midterm elections, which officials stressed was a coincidence.
The $90 payment is the most certain of the three. It is real in the sense that a figure has been attached to it, a source has been identified for it, and nobody has formally denied it will arrive. In Washington, this clears the bar for a promise.
The $5,000 payment operates under different conditions. It is available to Americans who qualify, in amounts up to but not necessarily reaching $5,000, through a mechanism that the administration says is still being developed, for a timeline that has not been announced, contingent on factors that will be communicated at a later date. The White House press office confirmed that the number $5,000 is accurate.
Trump addressed the payments at a campaign event, telling supporters: "We're giving you money. A lot of money. Numbers you wouldn't believe. Some of you are going to be very happy. Tremendous amounts. The Democrats never gave you anything like this. They gave you nothing. We're giving you five thousand."
He did not mention the $90.
Economists reached for comment noted that a payment with no confirmed eligibility, no confirmed funding source, and no confirmed delivery date is, in the technical literature, referred to as a number a person said out loud.
"The $90 is the interesting one to us," said Dr. Patricia Ng, a senior fellow at the Institute for Fiscal Behavior Studies. "Ninety dollars is very specific. That kind of specificity usually means somebody did the math. We've been trying to find out who did the math and what they were doing when they got there, but the trail goes cold around the third subcommittee."
The middle payment, which exists between $90 and $5,000, has received the least attention. Administration officials described it as real and available to people who fall into the relevant category, which they described as broad but targeted.
The timing of the announcement, three weeks before midterms, has generated some commentary. The White House noted that the payments were planned long before any election calendar was consulted, and that any suggestion of coordination was, in the words of a spokesperson, "frankly insulting and also we have a great relationship with the American people who are about to receive money."
As of publication, the $90 has not arrived. The $5,000 has also not arrived. The middle payment is in an undisclosed location.
Experts advise that Americans check their accounts, refresh as needed, and in the meantime perhaps not spend the $5,000 yet.
